Vienna (Austria),\u00a08\u00a0June 2021<\/em>\u00a0<\/em>\u2013\u00a0During the\u00a0UN General Assembly Special Sessions (UNGASS)\u00a0the\u00a0UNODC\u00a0Civil Society\u00a0Unit together with\u00a0the\u00a0UNCAC Coalition organised the side event\u00a0\u2018Civil Society engagement in UNCAC\u00a0and future steps\u2019\u00a0<\/em><\/strong><\/b>that gathered experts from around the globe.<\/p>\n

The event was\u00a0moderated by\u00a0Mirella Dummar\u00a0Frahi,<\/em><\/strong><\/b>\u00a0<\/em><\/strong><\/b>Chief\u00a0of the UNODC Civil Society Unit\u00a0(CSU), who\u00a0emphasized the work\u00a0UNODC\u00a0does\u00a0in\u00a0promoting the\u00a0United Nations Convention against Corruption (UNCAC)<\/a>\u00a0and its review mechanism\u00a0in partnership with\u00a0the\u00a0UNCAC\u00a0Coalition<\/a>.\u00a0She, specifically,\u00a0highlighted the multi-stakeholder workshops,\u00a0noting a decade of support received from\u00a0the\u00a0Austrian\u00a0<\/a>Development\u00a0Agency\u00a0(ADA)<\/a>.<\/a>\u00a0A representative from ADA,\u00a0Michaela\u00a0Flenner<\/em><\/strong><\/b>,<\/em><\/strong><\/b>\u00a0stressed in her\u00a0opening remarks\u00a0that:\u00a0“the vivid Civil society and media are important actors in showing a high level of corruptions in the country and beyond, which refers to the regional initiatives that we are supporting. The importance of CSO\u2019s in curbing corruption is recognised by the\u00a0UNCAC and\u00a0reaffirmed by the UNGASS political declaration\u201d.\u00a0<\/em><\/p>\n

The event was jointly organised with the UNCAC\u00a0Coalition\u00a0which is a global network of\u00a0over 350\u00a0NGOs\u00a0operating in 100 countries.\u00a0Mathias Huter,<\/em><\/strong><\/b>\u00a0<\/em><\/strong><\/b>Coalition\u2019s\u00a0Managing Director,\u00a0highlighted\u00a0the possibilities\u00a0of\u00a0how CSOs\u00a0can be involved\u00a0in\u00a0the\u00a0Review of the implementation of\u00a0UNCAC,\u00a0and\u00a0the\u00a0commitments\u00a0adopted\u00a0by the\u00a0UNGASS.<\/p>\n

In her intervention,\u00a0Slagjana\u00a0Taseva,<\/strong><\/b><\/em>\u00a0Chair,\u00a0Transparency International Macedonia,<\/a>\u00a0North Macedonia\u00a0mentioned that all developments\u00a0would not\u00a0have\u00a0been\u00a0possible without the\u00a0involvement\u00a0of\u00a0civil\u00a0society\u00a0actors:\u00a0in\u00a0South-East\u00a0Europe,\u00a0it was the CSOs\u00a0that\u00a0raised the awareness about\u00a0the\u00a0regional\u00a0and international anti-corruption\u00a0instruments\u00a0such as\u00a0the\u00a0UNCAC.\u00a0“I want to stress the role and importance of CSOs\u00a0in creating legal and\u00a0institutional\u00a0basis, addressing\u00a0the\u00a0problem\u00a0of\u00a0corruption.\u00a0Throughout\u00a0the years we learned that it is\u00a0easier,\u00a0and\u00a0it is important to work together\u00a0to counter corruption.\u00a0No matter how much success is achieved in different fronts until now it is our collective work that will define the chances for a fair and sustainable future\u201d<\/em>\u00a0<\/em>–\u00a0said\u00a0Slagjana.\u00a0Her counterpart from the\u00a0State Commission for Prevention of Corruption in North Macedonia\u00a0Vladimir Georgiev<\/em><\/strong><\/b>\u00a0emphasised the good relationship that government has with civil society.<\/p>\n

Beauty\u00a0Narteh<\/strong><\/b><\/em>, Executive Secretary,\u00a0Ghana Anti-Corruption Coalition<\/a>, Ghana,\u00a0a participant of\u00a0the\u00a0UNODC multi-stakeholder workshop\u00a0in Addis Abeba in April 2019\u00a0talked about her organization’s involvement in the\u00a0Review\u00a0of the implementation of UNCAC in Ghana that followed\u00a0later that year.\u00a0\u201cThe focus of our coalition is to promote the fight against\u00a0corruption and good\u00a0governance,\u00a0and\u00a0it fits\u00a0very well with\u00a0UNCAC.\u00a0I\u2019m proud to say we supported the\u00a0Implementation\u00a0review\u00a0mechanism process to increase transparency and accountability\u00a0in Ghana from the beginning\u00a0and were able to achieve the good result\u201d\u00a0<\/em>– summarised Beauty.<\/p>\n

Mauricio Alarc\u00f3n<\/strong><\/b><\/em>,<\/strong><\/b>\u00a0<\/em>Executive Director,\u00a0Fundaci\u00f3n\u00a0<\/a>Ciudadan\u00eda<\/a>\u00a0y Desarrollo,\u00a0<\/a>Ecuador\u00a0talked about\u00a0their\u00a0experience\u00a0in conducting\u00a0a\u00a0survey on\u00a0Article\u00a010 of UNCAC and\u00a0the\u00a0work they have been able to do\u00a0thanks to a small grant\u00a0received\u00a0from\u00a0the CSU.<\/p>\n

The UNCAC is the only legally binding universal anti-corruption instrument, encourages States Parties to promote the active participation of civil society in the prevention and fight against corruption.\u00a0More specifically, the UNCAC recognizes the role of civil society in combating corruption under Article 13, by calling on governments to increase transparency, improve public access to information and promote public contributions to the government decision-making process.<\/p>\n

Best practices and challenges of civil society engagement in UNCAC were demonstrated during this\u00a0side event.\u00a0\u201cBringing together government, civil society and the private sector has made a difference in implementing UNCAC,\u201d<\/em>\u00a0<\/em>said\u00a0Mirella Dummar\u00a0Frahi,\u00a0adding that\u00a0\u201cThis is the only way to successfully fight corruption.\u201d<\/p>\n
