{"id":14806,"date":"2024-07-26T15:46:20","date_gmt":"2024-07-26T13:46:20","guid":{"rendered":"https:\/\/transparency.mk\/?p=14806"},"modified":"2024-07-26T15:46:20","modified_gmt":"2024-07-26T13:46:20","slug":"national-integrity-system-assessment-public-sector","status":"publish","type":"post","link":"https:\/\/transparency.mk\/en\/2024\/07\/26\/national-integrity-system-assessment-public-sector\/","title":{"rendered":"National Integrity System Assessment: Public Sector"},"content":{"rendered":"<p>At the beginning of 2024, Transparency International-Macedonia published the report: \u201cNational Integrity System of North Macedonia\u201d, which was prepared within the project \u201cEU4 Rule of Law: Citizen Engagement for Public Integrity (CEPI) in the Western Balkans and Turkey\u201d, funded by the European Union and the Government of Switzerland.<\/p>\n<p>The report contains an analysis of the situation with the pillars of the state\u2019s integrity in relation to corruption and the effectiveness of national efforts to deal with corruption.<\/p>\n<p>The public sector is one of the pillars with the highest score, 70.<\/p>\n<p><a class=\"dt-pswp-item\" href=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-public-sector.png\" data-dt-img-description=\"\" data-large_image_width=\"680\" data-large_image_height=\"159\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-14807\" src=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-public-sector.png\" alt=\"\" width=\"753\" height=\"176\" srcset=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-public-sector.png 680w, https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-public-sector-300x70.png 300w, https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-public-sector-600x140.png 600w\" sizes=\"auto, (max-width: 753px) 100vw, 753px\" \/><\/a><\/p>\n<p><u>Pillar Recommendations<\/u><\/p>\n<ul>\n<li>Data on the execution of control mechanisms (imposed measures, recommendations, decisions, judgements, and soon on) should be published in the annual reports of public sector institutions. Namely, all annual reports from public bodies should contain data on their actions and the execution of their decisions in order to ensure the effective application of the control mechanisms. For example, how many of their decisions have been implemented, how many were contested by appeal or lawsuit, what were the decision of the second-instance authority or court.<\/li>\n<li>MISA and AA should publish an annual report on imposed measures for disciplinary and material responsibility in all institutions, including data on the type of violation for which the measure was imposed, whether the measure was implemented, against how many decisions legal protection has been requested, the type of decisions from the second-level authority and how that decision was implemented.<\/li>\n<li>Public Institutions should make their functional analysis publicly available on theirs and the website of the Ministry of Information Society and Administration, to allow for the analysis of the data and, based on that, to take measures that lead to a more efficient public administration.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/01\/national.integrity.system.assessment.2023-4.pdf\" target=\"_blank\" rel=\"noopener\">National Integrity System Assessment 2023<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At the beginning of 2024, Transparency International-Macedonia published the report: \u201cNational Integrity System of North Macedonia\u201d, which was prepared within the project \u201cEU4 Rule of Law: Citizen Engagement for Public Integrity (CEPI) in the Western Balkans and Turkey\u201d, funded by the European Union and the Government of Switzerland.
