{"id":14824,"date":"2024-07-26T15:51:41","date_gmt":"2024-07-26T13:51:41","guid":{"rendered":"https:\/\/transparency.mk\/?p=14824"},"modified":"2024-07-26T15:51:41","modified_gmt":"2024-07-26T13:51:41","slug":"national-integrity-system-assessment-state-owned-enterprises","status":"publish","type":"post","link":"https:\/\/transparency.mk\/en\/2024\/07\/26\/national-integrity-system-assessment-state-owned-enterprises\/","title":{"rendered":"National Integrity System Assessment: State-Owned Enterprises"},"content":{"rendered":"<p>Transparency International-Macedonia prepared the report: \u201cNational Integrity System of North Macedonia\u201d within the project \u201cEU4 Rule of Law: Citizen Engagement for Public Integrity (CEPI) in the Western Balkans and Turkey\u201d, funded by the European Union and the Government of Switzerland.<\/p>\n<p>The NIS report contains an analysis of the situation with the pillars of the state\u2019s integrity in relation to corruption and the effectiveness of national efforts to deal with corruption.<\/p>\n<p>The pillar about the state-owned enterprises is one of the lowest ranked pillars, with score 47,9.<\/p>\n<p><a class=\"dt-pswp-item\" href=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-soe.png\" data-dt-img-description=\"\" data-large_image_width=\"677\" data-large_image_height=\"153\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-14834\" src=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-soe.png\" alt=\"\" width=\"757\" height=\"171\" srcset=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-soe.png 677w, https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-soe-300x68.png 300w, https:\/\/transparency.mk\/wp-content\/uploads\/2024\/07\/nis-soe-600x136.png 600w\" sizes=\"auto, (max-width: 757px) 100vw, 757px\" \/><\/a><\/p>\n<p><a name=\"_Toc156381077\"><\/a><a name=\"_Toc154388770\"><\/a><u>Pillar Recommendations<\/u><\/p>\n<ul>\n<li>The government needs to establish a centralised coordination unit with the role of coordinating the work of the PEs.<\/li>\n<li>The government needs to create a centralised platform to publish information on the work of the PEs (governing structure, number of employees, financial reports, and so on), to improve the transparency of PEs.<\/li>\n<li>The government needs to establish a corporate code for all PEs and a centralised coordination unit needs to oversee its implementation.<\/li>\n<li>The government needs to amend the law on PEs, introducing sanctions and measures in cases when financial irregularities and misconduct are detected.<\/li>\n<li>The financial accountability of PEs should be improved by a more transparent reporting mechanism established by the MoF. This mechanism should include annual reports on the activities of PEs to be submitted to the competent authorities and publicly available on the PEs\u2019 webpages.<\/li>\n<li>All PEs should develop and publish internal documents for the prevention of corruption and integrity, this includes a code of conduct and a policy of integrity, with measures for the prevention of conflict of interests, receiving of gifts, misconduct, and so on.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/transparency.mk\/wp-content\/uploads\/2024\/01\/national.integrity.system.assessment.2023-4.pdf\" target=\"_blank\" rel=\"noopener\">National Integrity System Assessment 2023<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Transparency International-Macedonia prepared the report: \u201cNational Integrity System of North Macedonia\u201d within the project \u201cEU4 Rule of Law: Citizen Engagement for Public Integrity (CEPI) in the Western Balkans and Turkey\u201d, funded by the European Union and the Government of Switzerland.
