With 30 distinguished panelists and over 100 participants from across the Western Balkans and EU, the forum provided a unique platform for collaboration and dialogue.<\/p>\n<p><strong>Two-Part Structure<\/strong><\/p>\n<p>The forum featured two complementary components:<\/p>\n<ul>\n<li><strong>Closed-Door Sessions<\/strong>: Designed to provide a safe and informal space for think tank representatives to delve into the challenges and opportunities they face in their daily work.<\/li>\n<li><strong>Public Sessions<\/strong>: Open to a diverse group of stakeholders, these sessions facilitated dynamic discussions on the critical role of think tanks in hybrid regimes and their broader impact.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Day One: Breaking Barriers and Setting the Stage<\/strong><\/p>\n<p>The event opened with a welcoming session by\u00a0<strong>Gjergji Vurmo<\/strong>, Senior Advisor at IDM Albania, and\u00a0<strong>Dajana Cvjetkovic<\/strong>, Project Manager of SMART Balkans, who outlined the forum\u2019s vision and objectives.<\/p>\n<p>The interactive session\u00a0<strong>\u201cSpeed Date &amp; Think Tanks\u2019 Problem Box\u201d<\/strong>\u00a0helped participants identify and categorize key internal and external challenges affecting their organizations. These insights set the stage for the\u00a0<strong>\u201cSpell &amp; Work It Out\u201d<\/strong>\u00a0panel, moderated by\u00a0<strong>Agron Demi<\/strong>, which tackled pressing issues such as funding, staff retention, AI adaptation, and organizational resilience.<\/p>\n<p><strong>Day Two: Building Bridges with Donors and Policymakers<\/strong><\/p>\n<p>The second day facilitated dialogue between think tanks and donors, emphasizing the need for qualitative fundraising strategies and meaningful partnerships.<\/p>\n<p>The\u00a0<strong>Plenary Session<\/strong>, moderated by\u00a0<strong>Gjergji Vurmo<\/strong>, focused on the role of think tanks in policy-making within hybrid regimes, highlighting the constraints civil society faces in environments where democratic institutions are weakened. The session\u00a0<strong>\u201cPushing the Boundaries for Evidence-Based Policy Making \u2013 A View from the Other Side\u201d<\/strong>, led by\u00a0<strong>Sonja Stojanovic<\/strong>, provided a government perspective on evidence-based decision-making, stressing the importance of collaboration between policymakers, think tanks, and civil society. The day concluded with parallel sessions on\u00a0<strong>Agenda 2030 for Think Tanks<\/strong>, where working groups developed actionable recommendations for the sector.<\/p>\n<p><strong>Day Three: Reflecting on Challenges and the Road Ahead<\/strong><\/p>\n<p>The third day began with a plenary session moderated by\u00a0<strong>Marija Risteska<\/strong>, discussing the role of think tanks during crises for liberal democracy. Participants examined the \u201cidentity crisis\u201d think tanks face in the face of rising hybrid regimes and democracy fatigue.<\/p>\n<p>The\u00a0<strong>Closing Plenary<\/strong>\u00a0spotlighted the\u00a0<strong>\u201cAgenda 2030 for Think Tanks\u201d<\/strong>, summarizing the recommendations from the working groups, and included a reflection panel featuring young think tankers. This session explored whether the forum met their expectations and charted pathways for the future.<\/p>\n<p>The Tirana Think Tank Forum 2024 marked a significant milestone in creating a regional platform to address the unique needs of the think tank sector.
