Sipas raporteve t\u00eb Entit shtet\u00ebror p\u00ebr revizion dhe vler\u00ebsimit t\u00eb ekspert\u00ebve, m\u00ebnyrat se si manipulohet me parat\u00eb publike jan\u00eb t\u00eb ndryshme: duke filluar nga Kontratat n\u00eb kat\u00ebr sy me shtim t\u00eb anekseve q\u00eb shum\u00ebfish i rrisin \u00e7mimet e sh\u00ebrbimeve, kritere q\u00eb favorizojn\u00eb ndonj\u00ebr\u00ebn prej kompanive, anulim t\u00eb procedurave n\u00eb rrethana t\u00eb dyshimta.<br \/>\n\u00cbsht\u00eb fakt se askush nuk ndjek si harxhohen parat\u00eb publike nd\u00ebrsa Parlamenti ka dy vite q\u00eb ka ndaluar diskutimin publik p\u00ebr raportet e Entit shtet\u00ebror p\u00ebr revizion, institucion shtet\u00ebror ky i vet\u00ebm q\u00eb konstaton shkelje t\u00eb r\u00ebnda. Por edhe p\u00ebrpos k\u00ebtyre konstatimeve,\u00a0 indikativ \u00ebsht\u00eb fakti se t\u00eb rralla kan\u00eb qen\u00eb rastet kur \u00ebsht\u00eb ngritur procedur\u00eb penale p\u00ebr keqp\u00ebrdorim t\u00eb detyr\u00ebs zyrtare n\u00eb kuad\u00ebr t\u00eb furnizimeve publike.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\">Koh\u00ebve t\u00eb fundit \u00ebsht\u00eb rritur vlera e tender\u00ebve p\u00ebr t\u00eb cilat kontrata lidhet n\u00eb kat\u00ebr sy. T\u00eb dh\u00ebnat nga Qendra p\u00ebr komunikime qytetare tregojn\u00eb se vet\u00ebm p\u00ebr vitin e kaluar vlera e marr\u00ebveshjeve n\u00eb kat\u00ebr sy u rrit 50 p\u00ebr qind n\u00eb krahasim me vitin 2010. Kontrata n\u00eb k\u00ebt\u00eb rast p\u00ebrmban Anekse t\u00eb cilat q\u00ebllimin e kan\u00eb t\u00eb\u00a0 mbulojn\u00eb gj\u00ebrat e paparashikuara n\u00eb kontrat\u00eb. Duke shtuar anekse p\u00ebr plot\u00ebsimin e k\u00ebrkesave t\u00eb ndryshme gradualisht fryhet dhe shuma t\u00eb cil\u00ebn e merr kompania p\u00ebrkat\u00ebse.<\/p>\n<p>N\u00eb zhargonin e ekspert\u00ebve kjo quhet \u201ckorrupsion legal\u201d nd\u00ebrsa shembull m\u00eb eklatant \u00ebsht\u00eb projektit Shkupi 2014 i cili p\u00ebrmendet dhe n\u00eb raportin e fundit t\u00eb Komisionit Evropian p\u00ebr p\u00ebrparimin e Maqedonis\u00eb.<\/p>\n<p>Disa nga kontratat p\u00ebr pun\u00eb nga projekti Shkupi 2014 u ndryshuan n\u00eb raport me kriteret t\u00eb cilat ishin dominuese n\u00eb periudh\u00ebn kur ato ndaheshin, duke u rritur shumat e pajtuara paraprakisht dhe rritjes s\u00eb v\u00ebllimit t\u00eb pun\u00ebs. Komisioni p\u00ebr Anti-korrupsion v\u00ebrtetoi se fondet shtet\u00ebrore shpeshher\u00eb keqp\u00ebrdoren p\u00ebr fushata publike dhe materiali i shpenzuar d\u00ebrgohet derisa tenderi p\u00ebrkat\u00ebs ende ka qen\u00eb n\u00eb rrjedh\u00eb e sip\u00ebr. Realisht, n\u00ebse analizojm\u00eb t\u00eb dh\u00ebnat nga ueb faqja e Drejtoris\u00eb p\u00ebr furnizime publike, v\u00ebrejm\u00eb anekse paradoksale q\u00eb s\u00eb bashku shum\u00ebfishojn\u00eb vler\u00ebn e marr\u00ebveshjes baz\u00eb.<\/p>\n<p>P\u00ebr shembull, Muzeu i luft\u00ebs maqedonase q\u00eb duhej t\u00eb kushtoj\u00eb 4 milion\u00eb euro, ja \u00e7far\u00eb ndodhi n\u00eb kat\u00ebr vitet e fundit:<\/p>\n<p>&#8211; Skena masive: 1.000.000 euro<br \/>\n&#8211; Korniza p\u00ebr piktura: 100.000 euro<br \/>\n&#8211; Figura dylli: 1.500.000 euro<br \/>\n&#8211; Projekt p\u00ebr mobile: 200.000 euro<br \/>\n&#8211; Mobile: 818.000 euro<br \/>\n&#8211; Ndri\u00e7im: 220.000 euro<br \/>\n&#8211; Rregullimi i enterierit: 2.300.000 euro<\/p>\n<p>GJITHSEJ: 13.000.000 EURO<\/p>\n<p>T\u00eb gjitha marr\u00ebveshjet p\u00ebr pun\u00ebt e paparashikuara jan\u00eb n\u00ebnshkruar me kompanin\u00eb Beton \u2013 Shtip, me t\u00eb cil\u00ebn \u00ebsht\u00eb n\u00ebnshkruar edhe marr\u00ebveshja baz\u00eb. P\u00ebr tender nuk kishte nevoj\u00eb pasi k\u00ebto \u201cpun\u00eb t\u00eb paparashikuara\u201d nuk e kalonin shum\u00ebn prej 30% t\u00eb marr\u00ebveshjes baz\u00eb.<\/p>\n<p>Teatri duhej t\u00eb kushtonte 4,5 milion\u00eb euro por n\u00eb fund kaloi shum\u00ebn e 30.000.000 eurove. Si? Dol\u00ebn edhe shtat\u00eb marr\u00ebveshje t\u00eb reja p\u00ebr shpenzime plot\u00ebsuese si shpenzime p\u00ebr instalime, p\u00ebr skulptura gjipsi, pajisje, ndri\u00e7im, pun\u00eb mekanike, mbik\u00ebqyrje projektuesi &#8230; t\u00eb gjitha k\u00ebto kushtuan mbi 25.000.000 euro, k\u00ebshtu q\u00eb i gjith\u00eb objekti kaloi shum\u00ebn e 30.000.000 euro.<\/p>\n<p>Nd\u00ebrtesa e Filarmonis\u00eb duhej t\u00eb kushtonte 5,8 milion\u00eb euro, por u b\u00ebn\u00eb gjithsej 7.100.000 euro, dhe at\u00eb p\u00ebr:<\/p>\n<p>&#8211; Sh\u00ebrbime projektuesish\u00a0 50.000 euro<br \/>\n&#8211; Mbik\u00ebqyrje profesionale 130.000 euro<br \/>\n&#8211; Pun\u00eb plot\u00ebsuese 80.000 euro<br \/>\n&#8211; Projekt p\u00ebr matjen e akustik\u00ebs 250.000 euro<\/p>\n<p>Aktualisht p\u00ebr Shkupi 2014 t\u00eb gjitha shpenzimet mbesin n\u00eb korniza ligjore, pasi asnj\u00eb nga anekset nuk ka kaluar shum\u00ebn e 30% nga marr\u00ebveshja baz\u00eb.\u00a0 Pyet\u00ebm ekspert\u00ebt, a jemi d\u00ebshmitar\u00eb t\u00eb di\u00e7kaje q\u00eb quhet \u201ckorrupsion legal\u201d?<\/p>\n<p>\u201cRregull themelore \u00ebsht\u00eb se ligjet vlejn\u00eb nj\u00ebjt\u00eb p\u00ebr t\u00eb gjith\u00eb dhe duhet t\u00eb ekzekutohen ashtu si\u00e7 jan\u00eb. \u00c7do aneks dhe \u00e7do marr\u00ebveshje baz\u00eb duhet t\u00eb shqyrtohen s\u00eb bashku si nj\u00eb t\u00ebr\u00ebsi. N\u00ebse kalohen cenzuset t\u00eb dh\u00ebna n\u00eb Ligjin p\u00ebr furnizime publike, institucionet duhet t\u00eb reagojn\u00eb konkretisht\u201d \u2013 shpjegon kryetarja e Transparency International, Slagjana Taseva.<\/p>\n<p>P\u00ebrpos se me Anekse, manipulimet b\u00ebhen dhe n\u00eb m\u00ebnyra t\u00eb tjera, n\u00eb raste kur hapet procedura e tenderimit, Maqedonia n\u00eb m\u00ebnyr\u00eb misterioze ndodh q\u00eb kushtet e nevojshme cdoher\u00eb ti plot\u00ebsoj\u00eb nj\u00eb kompani e vetme thon\u00eb nga Transparency International. Me k\u00ebt\u00eb partit\u00eb qeveritare p\u00ebrmbushin obligimet e marra gjat\u00eb fushat\u00ebs parazgjedhore ndaj kompanive t\u00eb caktuara.<\/p>\n<p>\u201cPaligjshm\u00ebria n\u00eb furnizimet publike m\u00eb s\u00eb shpeshti rrjedh nga institucionet gjegj\u00ebsisht nga qeveria. M\u00eb s\u00eb shpeshti niveli i korrupsionit politik, gjegj\u00ebsisht shlyerja e marr\u00ebdh\u00ebnieve huamarr\u00ebse t\u00eb cilat krijohen gjat\u00eb zgjedhjeve, m\u00eb s\u00eb miri mund t\u00eb analizohet p\u00ebrmes furnizimeve publike. Kjo p\u00ebrfshin edhe sfer\u00ebn e publikimit t\u00eb fushatave n\u00eb media. Tender\u00ebt dhe shpalljet n\u00eb shumic\u00ebn e rasteve i marrin kompani dhe media t\u00eb af\u00ebrta me strukturat politike qeveris\u00ebse. Q\u00eb t\u00eb mund kjo t\u00eb realizohet b\u00ebhen procedura t\u00eb kurdisura t\u00eb tender\u00ebve\u201d \u2013 konstaton z. Taseva.<\/p>\n<p>Shembull konkret p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb agjencia e marketingut \u201cRepublika\u201d e cila deri m\u00eb tani thuajse i ka marr\u00eb t\u00eb gjith\u00eb tender\u00ebt e Qeveris\u00eb dhe Ministrive p\u00ebr reklamimin e tyre. P\u00ebr reklamim t\u00eb Ministris\u00eb s\u00eb sh\u00ebndet\u00ebsis\u00eb vet\u00ebm k\u00ebt\u00eb vit \u201cRepublika\u201d do t\u00eb merr thuajse 150 mij\u00eb euro, nd\u00ebrsa ministri i sh\u00ebndet\u00ebsis\u00eb Nikolla Todorov pohoi se kjo agjenci vite me radh\u00eb merr nga 9 milion\u00eb denar\u00eb p\u00ebr promocion t\u00eb projekteve t\u00eb MSH. Nga 500 mij\u00eb euro p\u00ebr fushata t\u00eb reklamave p\u00ebr turiz\u00ebm, 406 mij\u00eb euro Qeveria i dha agjencis\u00eb \u201cRepublika\u201d. P\u00ebr fushatat p\u00ebr inicim t\u00eb inovacioneve dhe mendimit kreativ te qytetar\u00ebt nga 500 mij\u00eb euro Republika mori 334 mij\u00eb euro p\u00ebr materiale propagandistike. Ministria e financave i dha \u201cRepublik\u00ebs\u201d 305 mij\u00eb euro p\u00ebr fushat\u00ebn \u201cBlej sht\u00ebpi- blej banes\u00eb\u201d,nga ministria than\u00eb se vet\u00ebm kjo agjenci kishte pasur ofert\u00ebn m\u00eb t\u00eb lir\u00eb.<\/p>\n<p>Sipas raporteve t\u00eb revizorit si dhe konstatimeve t\u00eb Qendr\u00ebs p\u00ebr komunikime qytetare i dyshimt\u00eb n\u00eb sistemin e furnizimeve publike \u00ebsht\u00eb dhe motivi p\u00ebr anulimin e procedur\u00ebs s\u00eb tenderimit. \u201cN\u00eb vitin 2011 jan\u00eb anuluar 21% e tender\u00ebve. \u201cPjesa m\u00eb e madhe e tender\u00ebve t\u00eb anuluar ishin ato q\u00eb kishin m\u00eb shum\u00eb ofertues\u201d thon\u00eb nga QKQ.<\/p>\n<p>\u00cbsht\u00eb fakt se askush nuk ndjek si harxhohen parat\u00eb publike nd\u00ebrsa Parlamenti ka dy vite q\u00eb ka ndaluar diskutimin publik p\u00ebr raportet e Entit shtet\u00ebror p\u00ebr revizion, institucion shet\u00ebror ky i vet\u00ebm q\u00eb konstaton shkelje t\u00eb r\u00ebnda. Por edhe p\u00ebrpos k\u00ebtyre konstatimeve,\u00a0 indikativ \u00ebsht\u00eb fakti se t\u00eb rralla kan\u00eb qen\u00eb rastet kur \u00ebsht\u00eb ngritur procedur\u00eb penale p\u00ebr keqp\u00ebrdorim t\u00eb detyr\u00ebs zyrtare n\u00eb kuad\u00ebr t\u00eb furnizimeve publike. Pse askush nuk \u00ebsht\u00eb d\u00ebnuar deri m\u00eb tani?<\/p>\n<p>\u201cProcedura gjyq\u00ebsore p\u00ebr keqp\u00ebrdorim n\u00eb sektorin e furnizimeve publike mund t\u00eb jet\u00eb penale, procesore dhe administrative. Q\u00eb t\u00eb ngrihet procedur\u00eb gjyq\u00ebsore \u00ebsht\u00eb e domosdoshme q\u00eb s\u00eb pari t\u00eb konfirmohet shkelje t\u00eb ndonj\u00eb pjese t\u00eb procedur\u00ebs p\u00ebr furnizim publik. Ka informacione p\u00ebr ngritje t\u00eb procedurave para gjyqit administrative, t\u00eb cilat kan\u00eb t\u00eb b\u00ebjn\u00eb me anulimin e procedurave p\u00ebr furnizime publike, por zgjidhja e k\u00ebtyre kontesteve shkon shum\u00eb ngadal\u00eb\u201d konstaton Slagjana Taseva nga TIM.<\/p>\n<p>Sa i p\u00ebrket procedurave penale, sipas rregullave p\u00ebrgjegj\u00ebsin\u00eb penale s\u00eb pari duhet ta paraqes\u00eb dhe bindsh\u00ebm ta arsyetoj\u00eb Prokuroria Publike. Nd\u00ebrkoh\u00eb mund t\u00eb vepron edhe MPB.<\/p>\n<p>\u201cP\u00ebrkund\u00ebr numrit t\u00eb procedurave administrative, p\u00ebr t\u00eb cilat nuk ka interes n\u00eb opinion edhe pse seriozisht tangojn\u00eb ekonomin\u00eb, procedurat penale n\u00eb k\u00ebt\u00eb sfer\u00eb pothuajse nuk ekzistojn\u00eb ose jan\u00eb t\u00eb pakta n\u00eb num\u00ebr. Kjo gjendje \u00ebsht\u00eb brengos\u00ebse si n\u00eb aspektin e parandalimit gjeneral ashtu edhe n\u00eb aspektin e principit t\u00eb p\u00ebrgjegj\u00ebsis\u00eb dhe d\u00ebnimin joproporcional t\u00eb kryer\u00ebsve t\u00eb veprave penale. P\u00ebr fotografin\u00eb q\u00eb krijohet n\u00eb Republik\u00ebn e Maqedonis\u00eb \u00ebsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme nd\u00ebrlidhja n\u00eb funksionimin e institucioneve. Pas tendencave t\u00eb cil\u00ebn jan\u00eb, si\u00e7 thoni, n\u00eb raportet e Entit Shtet\u00ebror p\u00ebr Revizion, duhet patjet\u00ebr t\u00eb ket\u00eb reagim nga ato q\u00eb i marrin k\u00ebto raporte n\u00eb detyr\u00eb zyrtare dhe jan\u00eb t\u00eb obliguar ti marrin parasysh v\u00ebrejtjet t\u00eb theksuara n\u00eb to\u201d \u2013 konstaton Slagjana Taseva.<\/p>\n<p>Eksperti p\u00ebr \u00e7\u00ebshtje ekonomike Izet Zeqiri, deputeti aktual i Rilindjes Demokratike Komb\u00ebtare thot\u00eb se vet\u00eb Revzioni nuk e kryen pun\u00ebn deri n\u00eb fund.<\/p>\n<p>\u201cRevizioni shtet\u00ebror kur konstaton keqp\u00ebrdorime duhet t\u00eb ngrej\u00eb procedur\u00eb n\u00eb prokurorin\u00eb publike.<br \/>\nTash p\u00ebr tash kemi shkelje t\u00eb r\u00ebnda t\u00eb cilat vet\u00ebm konstatohen nd\u00ebrsa asgj\u00eb nuk nd\u00ebrmerret t\u00eb dalin keqp\u00ebrdoruesit para gjykat\u00ebs. As revizioni nuk e kryen pun\u00ebn e tyre deri n\u00eb fund\u201d thot\u00eb Zeqiri.<\/p>\n<p>Ai si rrug\u00ebdalje nga kjo situat\u00eb e turbullt, n\u00eb kuad\u00ebr t\u00eb partis\u00eb s\u00eb tij n\u00eb Parlament ka propozuar nj\u00eb ligj q\u00eb t\u00eb shqyrtohen raportet e Komisionit t\u00eb Revizionit shtet\u00ebror.<\/p>\n<p>\u201cKemi propozuar formimin e nj\u00eb Komisionit i cili do t\u00eb ndjek shpenzimin e parave publike, i cili do t\u00eb do t\u00eb analizon raportet e Komisionit t\u00eb Revizionit shtet\u00ebror. N\u00eb Parlament askush nuk i analizon k\u00ebto raporte andaj dhe s\u2019dihet kush \u00e7far\u00eb b\u00ebn. Ky \u00ebsht\u00eb dhe rekomandim i Komisionit Evropian, t\u00eb shqyrtohen raportet e revizionit \u201c thot\u00eb Zeqiri.<\/p>\n<p>Pyetjen e nj\u00ebjt\u00eb e parashtruam edhe para Drejtoris\u00eb p\u00ebr furnizime publike, gjegj\u00ebsisht Drejtoresh\u00ebs s\u00eb k\u00ebtij organi Mare Bogeva Micovska. Ata i ik\u00ebn komentimit t\u00eb parregullsive dhe p\u00ebrfshirjes s\u00eb strukturave politike n\u00eb skandale korrupsioni, duke u p\u00ebrqendruar n\u00eb citimin e Ligjit p\u00ebr furnizime publike.<\/p>\n<p>\u201cN\u00eb pajtim me nenin 32 t\u00eb Ligjit p\u00ebr furnizime publike, Organi kontraktues \u00ebsht\u00eb i obliguar n\u00eb dokumentacion e tenderit ti paraqet k\u00ebrkesat, kushtet, kriteret dhe informata tjera t\u00eb domosdoshme, me q\u00ebllim q\u00eb t\u00eb ju siguron operator\u00ebve ekonomik informata t\u00eb plota, t\u00eb sakta dhe precize n\u00eb lidhje me m\u00ebnyr\u00ebn e realizimit t\u00eb procedur\u00ebs p\u00ebr ndarje t\u00eb marr\u00ebveshjes p\u00ebr furnizime publike. Gjat\u00eb k\u00ebsaj, n\u00eb pajtim me nenin 2 t\u00eb ligjit, organet kontraktuese nuk guxojn\u00eb t\u00eb vendosin k\u00ebrkesa, kushte ose kritere t\u00eb cilat diskriminojn\u00eb, gjegj\u00ebsisht favorizojn\u00eb ndonj\u00eb nga operator\u00ebt ekonomik. Si rrjedhoj\u00eb, kompanit\u00eb t\u00eb cilat dor\u00ebzojn\u00eb ofertat n\u00eb procedurat p\u00ebr ndarjen e marr\u00ebveshjes p\u00ebr furnizim publik, duhet t\u00eb plot\u00ebsojn\u00eb kriteret t\u00eb cilat i k\u00ebrkon organi kontraktues, n\u00ebse oferta e tyre \u00ebsht\u00eb marr\u00eb parasysh. Sa u p\u00ebrket pyetjeve tjera, Drejtoria p\u00ebr furnizime publike, n\u00eb pajtim me kompetencat ligjore t\u00eb cilat jan\u00eb t\u00eb num\u00ebruara taksativisht n\u00eb nenin 14 t\u00eb Ligjit, nuk ka kompetenca t\u00eb mbik\u00ebqyr lidhjet mes operator\u00ebve ekonomik\u201d thot\u00eb z. Bogeva Micovska.<\/p>\n<p>N\u00eb vitin 2010 nga numri i p\u00ebrgjithsh\u00ebm i konstatimeve t\u00eb parregullsive nga ana e Revizorit, m\u00eb pak se 20 % kan\u00eb t\u00eb b\u00ebjn\u00eb me furnizime t\u00eb b\u00ebra pa procedur\u00eb, furnizime q\u00eb jan\u00eb marr\u00eb para n\u00ebnshkrimit t\u00eb marr\u00ebveshjes ose n\u00eb baz\u00eb t\u00eb marr\u00ebveshjeve me afat t\u00eb skaduar.
