P\u00ebrb\u00ebrja e fundit e anti-korrupsionar\u00ebve, nga ana tjet\u00ebr, jan\u00eb b\u00ebr\u00eb profesionist\u00eb (t\u00eb pun\u00ebsuar), kan\u00eb marr\u00eb buxhet m\u00eb t\u00eb madh, por edhe m\u00eb pak pun\u00eb, p\u00ebr shkak t\u00eb mosbesimit nga qytetar\u00ebt. An\u00ebtar\u00ebt e m\u00ebhersh\u00ebm, nga ana tjet\u00ebr, kan\u00eb marr\u00eb honorar prej 40.000 denar\u00eb.<br \/>\nAnti-korrupsionar\u00ebt i harruan edhe qytetar\u00ebt, t\u00eb cil\u00ebt n\u00eb rolin e t\u00eb ashtuquajturve whistle-blowers, ose lajm\u00ebtar\u00ebve, gjithnj\u00eb e m\u00eb pak vizitojn\u00eb adres\u00ebn e tyre nd\u00ebrsa problemet i ndajn\u00eb me mediet ose me organizatat joqeveritare.<br \/>\nM\u00eb k\u00ebt\u00eb konkluzion pajtohen edhe t\u00eb dh\u00ebnat zyrtare p\u00ebr pun\u00ebn e Komisionit, andaj, n\u00eb vend t\u00eb nj\u00eb komisioni profesionist shtet\u00ebror, q\u00eb nga viti 2011 kur ka fituar k\u00ebt\u00eb status, si duket kemi fituar vet\u00ebm nj\u00eb komision shtet\u00ebror ose partiak. Nga kjo vihet n\u00eb diskutim nevoja p\u00ebr funksionin dhe ekzistimin e m\u00ebtejsh\u00ebm t\u00eb nj\u00eb komisioni t\u00eb till\u00eb.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\"><strong>N\u00cb VEND T\u00cb TRANSPARENC\u00cbS, KARAKTERIZOHET ME ANONIMITET<br \/>\n<\/strong><br \/>\nKomisioni Shtet\u00ebror p\u00ebr Parandalimin e Korrupsionit funksionon tash m\u00eb 13 vjet, mir\u00ebpo, p\u00ebr fat t\u00eb keq, sinonim p\u00ebr at\u00eb edhe pas gjith\u00eb k\u00ebtyre viteve jan\u00eb an\u00ebtar\u00ebt e par\u00eb t\u00eb p\u00ebrb\u00ebrjes, nga viti 2002. Sot nuk besoj q\u00eb ka ndonj\u00eb qytetar q\u00eb i njeh gjith\u00eb shtat\u00eb an\u00ebtar\u00ebt aktual t\u00eb komisionit (kryetar Gjorgji Sllamkov, dhe an\u00ebtar\u00ebt Mirjana Dimovska, Farije Aliu, Lubinka Muratovska \u2013 Markova, Lubinka Koraboska, Sejdi Halili dhe Zoran Dodevski) t\u00eb cil\u00ebt nuk i njohin madje edhe nj\u00eb num\u00ebr i gazetareve sepse emrat e tyre nuk p\u00ebrmenden n\u00eb publik, dhe nuk mund t\u00eb gjenden n\u00eb ueb faqen e komisionit, n\u00eb t\u00eb cil\u00ebn nj\u00eb koh\u00eb kan\u00eb qen\u00eb sh\u00ebnuar gjith\u00eb an\u00ebtar\u00ebt dhe biografit\u00eb\u00a0 tyre. Gjegj\u00ebsisht, nga viti 2010, an\u00ebtar\u00ebt e komisionit ishin t\u00eb angazhuar me koh\u00eb t\u00eb pjesshme ose honorar\u00eb, gjegj\u00ebsisht p\u00ebrve\u00e7 k\u00ebtij angazhimi, kan\u00eb munduar t\u00eb ken\u00eb edhe obligime tjera pune. Megjithat\u00eb, ver\u00ebn e vitit 2010 u b\u00ebn\u00eb ndryshime t\u00eb ligjit me t\u00eb cil\u00ebt funksioni i tyre u b\u00eb profesional, me orar t\u00eb plot\u00eb t\u00eb pun\u00ebs nd\u00ebrsa vendi i vjet\u00ebr i pun\u00ebs ishte pezulluar, p\u00ebr gjith\u00eb koh\u00ebzgjatjen e mandatit kat\u00ebrvje\u00e7ar. Q\u00ebllimi \u00ebsht\u00eb, si\u00e7 tha ministri i at\u00ebhersh\u00ebm i drejt\u00ebsis\u00eb, Mihajlo Manevski, t\u00eb mund\u00ebsohet dedikim i plot\u00eb i an\u00ebtar\u00ebve t\u00eb komisionit vet\u00ebm n\u00eb pun\u00ebn e luft\u00ebs kund\u00ebr korrupsionit si obligim i tyre profesional.<br \/>\nNga ana tjet\u00ebr, anti-korrupsionar\u00ebt e m\u00ebhersh\u00ebm, q\u00eb prej at\u00ebher\u00eb paralajm\u00ebruan q\u00eb an\u00ebtar\u00ebt do t\u00eb kan\u00eb m\u00eb tep\u00ebr pavar\u00ebsi n\u00eb pun\u00eb n\u00ebse mbeten vet\u00ebm honorar\u00eb, sepse k\u00ebshtu do t\u00eb ken\u00eb frik\u00eb t\u00eb mos humbin vendin e pun\u00ebs, dhe mund t\u00eb jen\u00eb t\u00eb nj\u00ebansh\u00ebm dhe mund t\u00eb n\u00ebnshtrohen shtypjeve.<\/p>\n<p style=\"font-weight: 400;\">\nA \u00ebsht\u00eb komisioni aktual profesional m\u00eb i suksessh\u00ebm nga ai i pari, n\u00eb t\u00eb cilin edhe vet ishte an\u00ebtar, pyet\u00ebm ministrin e m\u00ebhersh\u00ebm Manevski, por ai theksoi q\u00eb nuk d\u00ebshiron t\u00eb komenton pun\u00ebn e tyre, ndon\u00ebse para dy viteve nuk e kishte problem t\u00eb b\u00ebj\u00eb at\u00eb, kur vrullsh\u00ebm i kritikonte anti-korrupsionar\u00ebt dhe theksoi q\u00eb nuk e kryejn\u00eb pun\u00ebn p\u00ebr t\u00eb cil\u00ebn jan\u00eb t\u00eb paguar.<\/p>\n<p style=\"font-weight: 400;\">\nA jan\u00eb n\u00ebnshtruar shtypjeve, mund vet\u00ebm t\u00eb supozojm\u00eb, megjithat\u00eb mos interesimi i tyre p\u00ebr zhvillimet m\u00eb t\u00eb fundit n\u00eb vend \u00ebsht\u00eb tep\u00ebr i duksh\u00ebm. N\u00eb vend q\u00eb menj\u00ebher\u00eb t\u00eb dalin me q\u00ebndrim, rolin e tyre akoma e kryejn\u00eb disa nga anti-korrupsionar\u00ebt e m\u00ebhersh\u00ebm, t\u00eb cil\u00ebt p\u00ebr dallim, jan\u00eb n\u00eb dispozicion p\u00ebr t\u00eb biseduar me gazetar\u00ebt.<\/p>\n<p style=\"font-weight: 400;\">\nAta madje edhe ju nuk p\u00ebrgjigjen pyetjeve t\u00eb parashtruara drejtp\u00ebrdrejt\u00eb, andaj, pothuaj se dy jav\u00eb presim p\u00ebrgjigje n\u00ebse koha e tyre e pun\u00ebs \u00ebsht\u00eb tet\u00eb or\u00eb sepse spekulohet q\u00eb ata jan\u00eb n\u00eb vendin e pun\u00ebs vet\u00ebm kur kan\u00eb mbledhje ose vendosin p\u00ebr ndonj\u00eb l\u00ebnd\u00eb?! Gjithashtu, i pyet\u00ebm edhe cila \u00ebsht\u00eb shuma e rrog\u00ebs s\u00eb tyre, por edhe kjo pyetje, bashk\u00eb me shum\u00eb tjera, mbet\u00ebn pa p\u00ebrgjigje.<\/p>\n<p style=\"font-weight: 400;\">\n<p><strong>MALINOSKI: U HUMB KUPTIMI P\u00cbR EKZISTIMIN E KOMISIONIT!<\/strong><\/p>\n<p>Nga Komisioni nuk desh\u00ebn t\u00eb d\u00ebrgojn\u00eb as raportin vjetor p\u00ebr pun\u00ebn n\u00eb vitin 2014, edhe pse mandati i p\u00ebrfundon muajin e ardhsh\u00ebm. Raportin shkurtimisht e prezantuan n\u00eb konferenc\u00eb shtypi, por detajet nuk u vun\u00eb n\u00eb dispozicion, q\u00eb t\u00eb mund t\u2019i krahasojm\u00eb me vitet e m\u00ebparshme. Por, n\u00ebse i shqyrtojm\u00eb raportet e m\u00ebparshme vjetore menj\u00ebher\u00eb v\u00ebrehet se p\u00ebrb\u00ebrja e fundit dhe ende aktuale ka bashk\u00ebpunim m\u00eb t\u00eb ul\u00ebt me qytetar\u00ebt. M\u00eb sakt\u00eb, n\u00ebse deri n\u00eb vitin 2010 komisioni ka pranuar prej 450 deri n\u00eb 1.000 parashtresa nga qytetar\u00ebt, kurse tani mezi 200. V\u00ebllimin e tyre t\u00eb pun\u00ebs, n\u00eb shikim t\u00eb par\u00eb e mbushin parashtresat rreth zgjedhjeve. Thot\u00eb se sot komisioni \u00ebsht\u00eb i margjinalizuar, n\u00eb nivel t\u00eb lart\u00eb, kurse qytetar\u00ebt nuk njohin asnj\u00eb autoritet ose mund\u00ebsi p\u00ebr ballafaqim me sfidat e korrupsionit.<br \/>\n&#8211; N\u00eb vitet e fundit ka pasur nj\u00eb num\u00ebr t\u00eb madh t\u00eb skandaleve me korrupsion t\u00eb p\u00ebrmasave t\u00eb m\u00ebdha, q\u00eb aspak nuk jan\u00eb trajtuar nga ana e KShPK. Mjafton t\u00eb p\u00ebrmenden keqp\u00ebrdorimet gjat\u00eb realizimit t\u00eb projektit \u201cSkopje 2014\u201c, ku jan\u00eb\u00a0 shp\u00ebrdoruar dhjet\u00ebra miliona euro, vet\u00ebm n\u00eb pjes\u00ebn me derdhjen e p\u00ebrmendoreve.\u00a0 Kjo \u00ebsht\u00eb dokumentuar me detaje n\u00eb raportin e p\u00ebrpiluar me k\u00ebrkes\u00eb t\u00eb komun\u00ebs Centar, por KShPK largon shikimin nga k\u00ebto fakte. Mos t\u00eb flasim p\u00ebr keqp\u00ebrdorimin me nd\u00ebrtimin e objekteve nga ky projekt, p\u00ebr t\u00eb cilat jan\u00eb shpenzuar qindra miliona euro. Vet\u00ebm tek objekti \u201cTeatri i vjet\u00ebr\u201d nga fondi fillestar prej 6-7 miliona euro, n\u00ebp\u00ebrmjet aneks marr\u00ebveshjeve t\u00eb panum\u00ebrta, jan\u00eb shpenzuar 37 milion\u00eb euro.\u00a0\u00a0 N\u00ebse k\u00ebto keqp\u00ebrdorime nuk meritojn\u00eb interesin e Komisionit p\u00ebr anti-korrupsion, at\u00ebher\u00eb humbet kuptimi i ekzistimit t\u00eb m\u00ebtutjesh\u00ebm\u00a0 t\u00eb nj\u00eb organi t\u00eb till\u00eb, thot\u00eb Malinovski.<br \/>\nAi p\u00ebrkujton se p\u00ebrb\u00ebrja e par\u00eb e KShPK ka themeluar parime t\u00eb transparenc\u00ebs n\u00eb pun\u00eb, gjegj\u00ebsisht qasje ndaj medieve dhe publikut, pasi kan\u00eb konsideruar se k\u00ebshtu do mund t\u00eb ndikojn\u00eb n\u00eb rritjen e vet\u00ebdijes n\u00eb shoq\u00ebri p\u00ebr ballafaqimin me fenomenin e korrupsionit.<br \/>\n-Kjo u tregua si qasje e mir\u00eb, dhe prov\u00eb p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb edhe interesi i lart\u00eb i publikut. Si ilustrim i k\u00ebsaj, theksoj faktin se n\u00eb k\u00ebt\u00eb periudh\u00eb KShPK n\u00eb baza vjetore pranonte mes 700 \u2013 1000 parashtresa nga qytetar\u00ebt. N\u00eb vitin 2007, KShPK \u00ebsht\u00eb larguar nga k\u00ebto parime t\u00eb qasshm\u00ebris\u00eb dhe transparenc\u00ebs. U mbyll p\u00ebr publikun, dhe n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb organi q\u00eb \u00ebsht\u00eb p\u00ebrgjegj\u00ebs t\u00eb thirr tjer\u00ebt t\u00eb jen\u00eb t\u00eb qassh\u00ebm dhe llogaridh\u00ebn\u00ebs, u shnd\u00ebrrua n\u00eb nj\u00eb prej institucioneve m\u00eb pak transparente n\u00eb vend. Si rezultat i k\u00ebsaj, n\u00eb raportin e KShPK p\u00ebr vitin 2013, q\u00ebndron informata se k\u00ebt\u00eb vit jan\u00eb pranuar vet\u00ebm 201 parashtresa nga qytetar\u00ebt, q\u00eb qart\u00eb tregon se besimi n\u00eb k\u00ebt\u00eb organ \u00ebsht\u00eb n\u00eb nivel shum\u00eb t\u00eb ul\u00ebt. Kjo gjendje njihet edhe nga Komisioni Evropian, ku n\u00eb raportet vjetore p\u00ebr progresin e vendit, thot\u00eb se puna e KShPK \u00ebsht\u00eb e padukshme p\u00ebr publikun, thekson Malinovski.<\/p>\n<p><strong>MIHAJLOVA: ANTI-KORRUPTUESIT E FJET\u00cbN MANDATIN<\/strong><\/p>\n<p>Q\u00ebndrimin e Malinovskit e ka edhe Vanja Mihajlova, e cila gjithashtu ka qen\u00eb an\u00ebtar\u00eb i p\u00ebrb\u00ebrjes s\u00eb par\u00eb t\u00eb Komisionit.<br \/>\n\u201cKjo p\u00ebrb\u00ebrje e Komisionit shtet\u00ebror p\u00ebr parandalimin e korrupsionit me drejt\u00eb perceptohet nga qytetar\u00ebt si edhe nj\u00eb organ burokrat q\u00eb ekziston vet\u00ebm n\u00eb let\u00ebr, q\u00eb nuk kryen funksionin p\u00ebr t\u00eb cilin \u00ebsht\u00eb formuar \u2013 parandalimin e korrupsionit. Komisioni, fatkeq\u00ebsisht, n\u00eb kund\u00ebrshtim me Ligjin, nuk ka shfaqur pavar\u00ebsi dhe paanshm\u00ebri n\u00eb kryerjen e kompetencave t\u00eb parapara, kurse ka treguar edhe shkall\u00eb t\u00eb art\u00eb t\u00eb p\u00ebrzgjedhjes n\u00eb veprimin sipas l\u00ebnd\u00ebve, n\u00eb var\u00ebsi prej personave kund\u00ebr cil\u00ebve ka nisur procedur\u00eb, q\u00eb \u00ebsht\u00eb v\u00ebrejtur edhe nga ana e KE. Me k\u00ebt\u00eb sjellje, Komisioni t\u00ebr\u00ebsisht ka humbur kredibilitetin dhe besimin e qytetar\u00ebve, kurse l p\u00ebrshtypjes sikur \u00ebsht\u00eb krahu i zgjatur i pushtetit, konsideron Mihajlova.<br \/>\nAjo theksoi se komenti se ky komision \u00ebsht\u00eb jo-transparent dhe anonim p\u00ebr publikun e gjer\u00eb \u00ebsht\u00eb i arsyesh\u00ebm pasi ky komision gati se asnj\u00ebher\u00eb nuk ka paraqitur q\u00ebndrim ose koment p\u00ebr ndonj\u00eb rast t\u00eb caktuar ku seriozisht \u00ebsht\u00eb dyshuar p\u00ebr korrupsion.<br \/>\n&#8211; Numrit m\u00eb t\u00eb madh t\u00eb an\u00ebtar\u00ebve t\u00eb Komisionit q\u00eb kaluan edhe dy mandate, publiku nuk ua d\u00ebgjoi as z\u00ebrin, dhe sigurisht nuk i d\u00ebgjoi as p\u00ebr q\u00ebndrimin e tyre ndaj ndonj\u00eb rasti t\u00eb korrupsionit. N\u00eb p\u00ebrgjith\u00ebsi, kjo p\u00ebrb\u00ebrje ka fjetur gjat\u00eb mandatit prej tet\u00eb vjet \u2013 thot\u00eb Mihajova.<br \/>\nSi duket asgj\u00eb nuk mund t\u00eb zgjon \u201cluft\u00ebtar\u00ebt\u201d aktual kund\u00ebr korrupsionit, pasi si\u00e7 theksuam n\u00eb fillim, ato nuk reaguan as p\u00ebr bombat e opozit\u00ebs. N\u00eb nj\u00eb prej tyre u p\u00ebrmend ndryshimi i planeve detajore urbanistike dhe gjeneral\u00eb, ku do t\u00eb mund\u00ebsohet q\u00eb nj\u00eb pyll n\u00eb Vodno t\u00eb ndryshohet n\u00eb tok\u00eb nd\u00ebrtimore, q\u00eb ndonj\u00eb person i fuqish\u00ebm nga pushteti t\u00eb nd\u00ebrton sht\u00ebpi. Por, as kjo nuk ka aktivuar alarmin anti-korrupsion, edhe pse p\u00ebrb\u00ebrja e par\u00eb ka vepruar p\u00ebr l\u00ebnd\u00eb t\u00eb ngjashme. At\u00ebher\u00eb kishte paralajm\u00ebrime se ndryshimi i shpesht\u00eb i PDU-ve dhe PGJU-ve krijojn\u00eb rrezik p\u00ebr keqp\u00ebrdorim t\u00eb tok\u00ebs.<br \/>\n&#8211; Ndryshimet e shpeshta t\u00eb k\u00ebtyre dokumenteve jo vet\u00ebm q\u00eb shkon kund\u00ebr nevoj\u00ebs p\u00ebr q\u00ebndrueshm\u00ebri t\u00eb k\u00ebtyre planeve urbanistike dhe siguris\u00eb ligj\u00ebsore t\u00eb qytetar\u00ebve dhe biznes sektorit, por edhe duket sikur ka keqp\u00ebrdorim t\u00eb funksioneve t\u00eb personave p\u00ebrgjegj\u00ebs p\u00ebr k\u00ebnaqjen e interesave t\u00eb bizneseve personale t\u00eb personave t\u00eb caktuar me fuqi politike. Komisioni duhej para shum\u00eb kohe te reagon p\u00ebr k\u00ebto gjendje, ve\u00e7an\u00ebrisht pasi krijojn\u00eb hap\u00ebsir\u00eb t\u00eb gjer\u00eb p\u00ebr dyshim keqp\u00ebrdorimi t\u00eb pozitave zyrtare dhe korrupsion. Fatkeq\u00ebsisht, nuk jam optimist dhe nuk besoj se kjo do t\u00eb ndodh edhe me p\u00ebrb\u00ebrjen e re t\u00eb Komisionit, pasi q\u00eb nuk dot \u00eb ndryshon asgj\u00eb p\u00ebrve\u00e7 emrat e an\u00ebtar\u00ebve \u2013 thot\u00eb Mihajlova.<\/p>\n<p><strong>PROFESIONIST\u00cbT DOL\u00cbN M\u00cb PAK PROFESIONAL<br \/>\n<\/strong><br \/>\nN\u00eb p\u00ebrb\u00ebrjen e par\u00eb t\u00eb komisionit, prej vitit 2002, an\u00ebtar\u00eb kan\u00eb qen\u00eb ekspert\u00eb p\u00ebr \u00e7\u00ebshtje ligjore dhe ekonomike, kurse kryetar u em\u00ebrua Sllagjana Taseva, e cila n\u00eb at\u00eb periudh\u00eb ishte profesor i drejt\u00ebsis\u00eb n\u00eb Akademin\u00eb policore. Karakteristike p\u00ebr p\u00ebrb\u00ebrjen e par\u00eb ishte se shpesh ishin t\u00eb pranish\u00ebm n\u00eb publik, me informata mbi pun\u00ebn e tyre dhe p\u00ebr iniciativat. K\u00ebt\u00eb p\u00ebrb\u00ebrje, kryeministri Hari Kostov, e em\u00ebroi qeveri n\u00eb hije, pasi q\u00eb t\u00ebr\u00eb koh\u00ebn i ndiqnin prej af\u00ebr dhe kontrollonin vendimet e Qeveris\u00eb.<br \/>\nKomisioni i pat\u00eb, n\u00eb kat\u00ebr mandate ka nisur 44 iniciativa p\u00ebr ndjekje penale. Ky num\u00ebr nuk \u00ebsht\u00eb m\u00eb i lart\u00eb nga ai i pasardh\u00ebsve, por kjo p\u00ebrb\u00ebrje ka nisur disa raste n\u00eb nivel t\u00eb lart\u00eb. T\u00eb cilat fatkeq\u00ebsisht ende nuk kan\u00eb p\u00ebrfunduar n\u00eb institucionet juridike. Mes tyre jan\u00eb aferat: \u201cFershped\u201d, Fabrika \u201cPorcellanka\u201d nga Velesi; Marr\u00ebveshja p\u00ebr shitjen e rafineris\u00eb \u201cOkta\u201d; Kartela komb\u00ebtare p\u00ebr pages\u00eb; Fondi shtet\u00ebror p\u00ebr sigurim pensional dhe invalid, 7 milion\u00eb euro; Agjencia p\u00ebr zhvillim dhe investime &#8211;\u00a0 huat e Tajvanit, 18 milion\u00eb dollar\u00eb amerikan; Almako AD Banka, 30 milion\u00eb euro dhe Biro ekonomike, rreth 3 milion\u00eb euro. Gjithashtu, ky komision vet zbuloi rastin \u201cBa\u00e7illo\u201d q\u00eb p\u00ebrfundoi edhe n\u00eb gjyq.\u00a0 Gjat\u00eb pun\u00ebs s\u00eb tyre u nis edhe obligimi p\u00ebr lajm\u00ebrimin e gjendjes s\u00eb pron\u00ebs s\u00eb funksionar\u00ebve shtet\u00ebror.<br \/>\nAn\u00ebtar\u00ebt e p\u00ebrb\u00ebrjeve t\u00eb m\u00ebparshme t\u00eb komisionit thon\u00eb se rastet si Murri kinez, Panorama dhe Fershped i kan\u00eb l\u00ebn\u00eb si amanet p\u00ebr pasardh\u00ebsit, por k\u00ebto raste t\u00eb m\u00ebdha me afera korrupsioni qeveria i la an\u00ebsh me amin t\u00eb KShPK.<br \/>\nP\u00ebrb\u00ebrja e par\u00eb \u00ebsht\u00eb munduar t\u00eb mbron lajm\u00ebruesit. Dihet se k\u00ebrkuan mbrojtje p\u00ebr lajm\u00ebruesin e par\u00eb t\u00eb regjistruar, Simo Gruevski, i cili at\u00ebher\u00eb n\u00eb komision e paraqiti kriminalin e Telekomit, p\u00ebr t\u00eb cilin tani jan\u00eb nisur procedura n\u00eb SHBA, kurse nga ana tjet\u00ebr, komisioni aktual nuk \u00ebsht\u00eb deklaruar p\u00ebr asnj\u00eb rast.<br \/>\nN\u00eb p\u00ebrb\u00ebrjen e dyt\u00eb t\u00eb komisionit an\u00ebtar\u00eb ishin jurist, ekonomist dhe nj\u00eb politikolog. Ata kishin kushte m\u00eb t\u00eb mira p\u00ebr pun\u00eb nga p\u00ebrb\u00ebrja e m\u00ebparshme, u vendos\u00ebn n\u00eb hap\u00ebsir\u00eb prej 600 metra katror\u00eb, kurse paraardh\u00ebsit e tyre punonin n\u00eb kushte t\u00eb pap\u00ebrshtatshme n\u00eb qendr\u00ebn tregtare t\u00eb qytetit. Kjo p\u00ebrb\u00ebrje kishte n\u00eb dispozicion m\u00eb shum\u00eb resurse njer\u00ebzore, por edhe bashk\u00ebpunim t\u00eb p\u00ebrmir\u00ebsuar me prokurorin publik Ljup\u00e7o Shvrgovski. N\u00eb k\u00ebt\u00eb mandat nis\u00ebn gjithsej 60 iniciativa p\u00ebr ndjekje penale, prej t\u00eb cilave vet\u00ebm nj\u00eb me p\u00ebr nivelin m\u00eb t\u00eb lart\u00eb, n\u00eb vitin 2010, kund\u00ebr kryetarit t\u00eb m\u00ebparsh\u00ebm Branko Crvenkovski dhe nj\u00eb rast n\u00eb nivel t\u00eb lart\u00eb kund\u00ebr minist\u00ebr t\u00eb m\u00ebparsh\u00ebm p\u00ebr bujq\u00ebsi.<br \/>\n\u201cMungesa e hetimeve p\u00ebr korrupsion n\u00eb nivel t\u00eb lart\u00eb mund t\u00eb jet\u00eb tregues se nuk ka korrupsion n\u00eb nivel t\u00eb lart\u00eb ose se komisioni nuk ka guxim ose pavar\u00ebsi q\u00eb ta heton\u201d, thot\u00eb Ilina Mangova, n\u00eb studimin e saj \u201cA sjell rezultate modeli p\u00ebr anti-korrupsion n\u00eb Maqedoni\u201d.<br \/>\nKjo p\u00ebrb\u00ebrje fitoi edhe kritikat e para negative, gjegj\u00ebsisht n\u00eb raportin e BE, ku u theksua se an\u00ebtar\u00ebt e KShPK nuk jan\u00eb t\u00eb angazhuar sa duhet, por edhe p\u00ebr her\u00eb t\u00eb par\u00eb paraqitet brengosje rreth paanshm\u00ebris\u00eb dhe pavar\u00ebsis\u00eb s\u00eb tyre. U paraqit problem edhe kur kryetarja\u00a0 e at\u00ebhershme Mirjana Dimovska, u ri-zgjidh edhe dy vjet p\u00ebr pozit\u00ebn kryesore.<br \/>\nK\u00ebshtu q\u00eb, n\u00eb vend t\u00eb p\u00ebrmir\u00ebsimit t\u00eb situat\u00ebs, p\u00ebrb\u00ebrja e tret\u00eb e komisionit u ballafaqua me mosbesim akoma m\u00eb t\u00eb madh, pasi q\u00eb n\u00eb vitin 201, pa p\u00ebrkrahje t\u00eb opozit\u00ebs u zgjodh\u00ebn kat\u00ebr an\u00ebtar\u00eb t\u00eb p\u00ebrb\u00ebrjes s\u00eb dyt\u00eb dhe tre an\u00ebtar\u00eb t\u00eb ri, nj\u00eb me p\u00ebrvoj\u00eb t\u00eb gjat\u00eb n\u00eb polici, n\u00eb inspektoratin e tregut dhe nj\u00eb pa p\u00ebrvoj\u00eb n\u00eb anti-korrupsion ose arsim n\u00eb fush\u00ebn p\u00ebrkat\u00ebse.<br \/>\nAjo q\u00eb u v\u00ebrejt \u00ebsht\u00eb se kjo p\u00ebrb\u00ebrje nuk ka nisur as nj\u00eb l\u00ebnd\u00eb korrupsioni n\u00eb nivel t\u00eb lart\u00eb. Shumica ishin n\u00eb nivel t\u00eb ul\u00ebt, kurse ato t\u00eb nivelit t\u00eb mes\u00ebm ishin t\u00eb lidhur me opozit\u00ebn. Edhe pse komisioni ende nuk ka publikuar raportin vjetor p\u00ebr vitin e kaluar, an\u00ebtar\u00ebt para do kohe dhan\u00eb nj\u00eb shqyrtim t\u00eb shkurt n\u00eb publik. Ata theksuan se kan\u00eb realizuar 70 p\u00ebr qind t\u00eb asaj q\u00eb kan\u00eb parapar\u00eb, por pranuan se rezultatet m\u00eb t\u00eb ul\u00ebta i kan\u00eb n\u00eb kontrollin e politik\u00ebs.<br \/>\nAjo q\u00eb mund t\u00eb kuptohet nga ueb-faqja e KShPK , \u00ebsht\u00eb se gjat\u00eb vitit t\u00eb kaluar dhe k\u00ebtij viti\u00a0 nuk kan\u00eb vepruar p\u00ebr ndonj\u00eb afer\u00eb m\u00eb t\u00eb madhe policore ose t\u00eb korrupsionit. Shqyrtimi tregon se komisioni \u00ebsht\u00eb marr me disa k\u00ebnd\u00eb ku ka pasur konflikt interesi, gjegj\u00ebsisht ka dh\u00ebn\u00eb v\u00ebrejtje dhjet\u00ebra funksionar\u00ebve se nuk mund t\u00eb kryejn\u00eb dy funksione n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb. Gjithashtu, p\u00ebr konflikt interesi kan\u00eb dh\u00ebn\u00eb v\u00ebrejtje edhe ministrit pa resor,\u00a0 Vele Samak, gruaja e t\u00eb cilit punon n\u00eb kompani \u2013 investim i huaj, q\u00eb pranon ndihm\u00eb financiare nga shteti dhe gjithashtu p\u00ebrkujtuan edhe z\u00ebdh\u00ebn\u00ebsin e LSDM, Petre Shilegov, t\u00eb p\u00ebrdit\u00ebson t\u00eb dh\u00ebnat n\u00eb list\u00ebn anketuese. Dhe aq, asgj\u00eb me r\u00ebnd\u00ebsi m\u00eb t\u00eb madhe.<\/p>\n<p><strong>N\u00cb VEND T\u00cb PUN\u00cbS, JU RRITET BUXHETI<br \/>\n<\/strong><br \/>\nSi ulet efikasiteti i pun\u00ebs s\u00eb Komisioni kund\u00ebr korrupsionit, ose aq sa b\u00ebhet m\u00eb e padukshme, n\u00eb proporcion t\u00eb kund\u00ebrt rritet ose b\u00ebhet i duksh\u00ebm buxheti q\u00eb e ka n\u00eb dispozicion.<br \/>\nK\u00ebshtu q\u00eb, me buxhetin p\u00ebr vitin 2015, ky komision n\u00eb dispozicion ka 507.837 euro. Prej t\u00eb cil\u00ebve, 473.575 euro jan\u00eb parapar\u00eb p\u00ebr rroga dhe shpenzimet operative t\u00eb t\u00eb pun\u00ebsuarve. Sipas t\u00eb dh\u00ebnave t\u00eb komisionit, ka 25 t\u00eb pun\u00ebsuar, dhe n\u00ebse kjo shum\u00eb ndahet n\u00eb 12 muaj, llogaria tregon se p\u00ebr nj\u00eb t\u00eb pun\u00ebsuar n\u00eb muaj ndahen rreth 1.578 euro. Por kjo nuk \u00ebsht\u00eb shuma e v\u00ebrtet e rrog\u00ebs, pasi k\u00ebtu futen edhe shpenzime tjera.<br \/>\nVitin e kaluar, 2014, n\u00eb dispozicion kan\u00eb pasur buxhet prej 150.000 euro, kurse 300.000 euro kan\u00eb pasur n\u00eb dispozicion edhe vitet tjera. Por, vitet e para, komisioni ka pasur n\u00eb dispozicion buxhet shum\u00eb t\u00eb vog\u00ebl dhe at\u00ebher\u00eb ka qen\u00eb m\u00eb i suksessh\u00ebm. N\u00eb k\u00ebt\u00eb kontekst \u00ebsht\u00eb edhe nj\u00eb th\u00ebnie e vjet\u00ebr e kryetarit Sllamkov, i cili p\u00ebr nj\u00eb intervist\u00eb p\u00ebr Radio Evropa e Lir\u00eb tha:<br \/>\n\u201cQ\u00ebllimi yn\u00eb si Komision nuk \u00ebsht\u00eb q\u00eb \u00e7do dit\u00eb t\u00eb jemi t\u00eb pranish\u00ebm n\u00eb medie dhe t\u00eb vetreklamohemi.
